Brothers can't work carts without sisters present when cart is located at a playground or park?
I was browsing our congregation app and noticed the signups for public witnessing at had specific instructions if the location is at a playground or park. It says this:

"Because this cart location is at a playground/park, brothers can't work this location but will need to have sisters present as well."

How is this not a red flag to anyone in the congregation? Most probably reason but thinking "it's to avoid bad public perception" but I'm sure it's really a liability to prevent pervy men in the congregation from being around children......Thoughts?
