So I suppose you got the point:
The Chile regime was envying the hills where the poor build their shady houses and wanted to give the area to the capitalists for 'development' = read fill their pockets with money. So there comes an 'accidental' fire the origins of which we will never learn, but taking into consideration that the fire came from the rich people lands (and not from the slum they accussing! What an irony!) it doesn't matter to pinpoint the culprit. We already know him. And so now you have thousands of homeless, and a few dead, who need housing. So the 'good' government will offer, not food and water for them, neither money to buy food, but:
1. Coupons that are valid only in a few specific stores. The 'friends' will make a lot of money!
2. Loans! = As the poor can never pay them back they will either not take them or if they take them they will have eventually to sell their property to pay back.
Aka the plan is set for the Capitalists to grab the land of the poor in low prices, relocate them, and build their villas on top of the hills. Of course more villas will be built to sell them and make lots of money.
Hmm, more smart than the Watchtower or not?
